Fire-retardant plywood: what it does and doesn't do

Fire-retardant (FR) plywood is treated to resist ignition and slow flame spread, but it is not fireproof. What IS 5509 tests, and where FR ply is used.

Fire-retardant plywood is plywood impregnated with chemicals that make it slower to ignite, slower to spread flame across its surface and slower to burn through. It buys time in the early stages of a fire. It does not make the board fireproof, and it is only one part of a fire-safe interior.

What does fire-retardant treatment do?

Wood burns because heat breaks it down into flammable gases. Most fire-retardant chemicals change the way treated wood decomposes when heated, encouraging a protective layer of char and reducing the gases that feed a flame. The treated surface is harder to ignite and gives a spreading fire less to work with, which means more time for people to leave and for the fire to be noticed and fought.

Which standard covers fire-retardant plywood?

In India it is IS 5509, revised in 2021. It is one of the standards named in the Plywood and Wooden Flush Door Shutters (Quality Control) Order, 2024, so FR plywood sold here should carry an ISI mark against IS 5509. The standard starts from a BWR-grade board made to IS 303, strong enough to survive the treatment, and then tests the treated sheet for three things:

  • Flammability: how long the board holds out against repeated ignition by a flame.
  • Flame penetration: how long a flame takes to burn through the full thickness, with the requirement scaled to the thickness of the board.
  • Rate of burning: how slowly the board loses mass once it is alight.

The treated board must also meet the bond and strength requirements of the general plywood standard, so fire treatment is not supposed to come at the cost of a weaker sheet.

Treatment is typically carried out after the plywood is pressed, by impregnating it under pressure or by soaking, so the chemicals reach into the veneers and glue lines rather than sitting only on the surface. Treated sheets can look slightly different from untreated stock because of the colour of the solution.

What fire-retardant plywood does not do

  • It is not fireproof. The BIS standard itself notes that plywood, being an organic material, cannot be made completely fireproof.
  • It is not a fire-rated door or partition. Fire-resistance ratings belong to tested assemblies, including frames, fixings and seals, not to a single sheet.
  • It does not protect what goes on top. A flammable finish, adhesive or fabric over an FR core can undo much of the benefit.
  • It does not replace detection, alarms, exits and compartmentation, which do most of the work of keeping people safe.

Where is FR plywood specified?

Wherever many people gather or a fire would be hard to escape: offices, hotels, hospitals, schools, cinemas, malls and restaurants, along with lobbies, false ceilings and wall panelling in the common areas of residential buildings. The standard also mentions shipbuilding and railway coaches as uses where treated plywood is required.

The National Building Code of India 2016, in Part 4 (Fire and Life Safety), groups interior surface finishes into classes by how quickly flame spreads across them, and what is allowed depends on the type of building and where in it a material is used. Your architect or fire consultant decides what a space needs; FR plywood is one way of meeting that brief.

Working with FR plywood

  • Tell your carpenter and polisher the board is treated. The standard warns that fire-retardant chemicals on the surface can interfere with later gluing, so trial the adhesive and finish on an offcut first.
  • Pair it with surface materials that suit the same fire brief. Flame-retardant laminate grades exist for exactly this reason.
  • Keep a record of the standard and licence number on the sheets used. Fire consultants and inspectors may ask for it.
  • Store and use it dry and flat, like any plywood, and in the interior conditions it was made for.

Common questions

Is fire-retardant plywood fireproof?
No. Fire-retardant plywood is treated to resist ignition, slow the spread of flame and burn through more slowly, which buys valuable time in the early stages of a fire. It is still wood and will burn in a sustained fire. The BIS standard itself notes that plywood cannot be made completely fireproof, so FR ply should be one part of a wider fire-safety design.
What is the IS code for fire-retardant plywood?
Fire-retardant plywood in India is covered by IS 5509, currently the 2021 edition. It requires the treated board to pass flammability, flame penetration and rate-of-burning tests, and it starts from BWR-grade plywood made to IS 303. If a space needs both fire performance and high moisture resistance, state both requirements clearly and ask the supplier to confirm a product that meets them.
